Standard regulations | Export safety standards are improved! New rules in Europe and the United States do not pay close attention to "remediation" may cause losses

Recently, the relevant standards and regulations for toys, food additives and children's sleep products have been adjusted in Europe and the United States: the EU issued the latest guidelines on restrictions on children's toy chemicals, revised the heavy metal aluminum migration limit of the toy safety directive, and released xanthan gum as food. Risk Assessment Report for Additives; California lists children's foam sleep products containing TDCPP/TCEP as a list of priority control products. Relevant export enterprises should seize the time to “replenish classes” to avoid losses.

欧盟 EU releases latest guidelines on restrictions on children's toy chemicals

On June 7, 2017, the European Chemicals Agency announced that it would provide new guidance in conjunction with the European Commission on the restrictions set out in Annex XVII of the Chemical Registration, Evaluation, Authorization and Restriction Regulations (REACH).

The main updates are:

First, the list of toys in the list

A number of items (Items 5, 31, 43, 50, 51 and 52) in Annex XVII of the REACH Regulation are related to toys.

Second, the definition of child care products

Articles 51 and 52 of Annex XVII of the REACH Regulations state that child care products are any products that help children sleep, relax, maintain hygiene, and feed or suck children.

Third, the concept of “first time on the market”

The latest guidelines narrow the limits of “first time on the market” to any first natural or legal person who supplies or supplies substances, mixtures or items to the EU market.

欧盟 EU issued a toy safety directive revised guidelines for heavy metal aluminum migration limit

On July 7, 2017, the European Commission and its Scientific Committee on Health, Environment and Emerging Risks (SCHEER) launched a public consultation on the allowable intake of heavy metals and aluminum. The aluminum migration limit in the EU New Toy Safety Directive will be revised accordingly.

SCHEER recommends a daily allowable intake (TDI) of 0.3 mg/kg for heavy metal aluminum. The migration limit for heavy metal aluminum in the Toy Safety Directive should be revised as follows:

This public consultation feedback is as of September 10, 2017, and the final view is expected to be released in the fall of 2017.

¤European Union released a risk assessment report for xanthan gum as a food additive

On July 14, 2017, the European Food Safety Authority issued a safety risk assessment report for xanthan gum (E 415) as a food additive, according to the “Commission Regulations” (EU) No. 257/2010 (EFSA ANS Panel, 2014), Food The Additives and Nutrient Sources Group (ANS) will reassess the safety of xanthan gum as a food additive.

The team believes that:

Xanthan gum as a food additive does not need to specify the maximum daily intake (ADI), the general population will not have safety problems; taking into account the results of clinical research and post-marketing monitoring, infants and young children are not safe at the concentration reported by the food industry The problem, but not for babies under 12 weeks.

The group recommends that:

The European Commission has revised the limits for lead in toxic elements in xanthan gum and increased the restrictions on other toxic elements such as mercury, cadmium and arsenic to ensure that xanthan gum (E 415) as a food additive does not become a major source of these toxic components in food. .

¤ California Toxic Substances Administration lists children's foam sleep products containing TDCPP/TCEP in the list of priority control products

The California Toxic Substances Administration (DTSC) has issued a requirement to include children's foam sleep products containing TDCPP or TCEP in the list of priority control products. The Priority Control Product List is a list of chemical products that DTSC needs to prioritize based on the “Secure Consumer Products” (SCP) regulations. Children's foam sleep products are defined as products for children 12 years of age and younger, including nap mats, fixed sleeping mats, portable cribs, playpens, foam for cradle, portable mattresses, and mattresses for automobiles. Manufacturers of children's foam sleep products that produce flame retardants must provide DTSC with priority control product notifications within 60 days. The new regulations took effect on July 1, 2017.
