In order to combat white pollution, in June 1998, Zhengzhou City promulgated the "Regulations on the Prohibition of Production, Sale, and Use of Non-degradable Plastic Tableware and Non-degradable Plastic Food Garbage Bags in Zhengzhou City" in the form of a government decree, which was fully implemented on October 1 of that year. In order to fully implement biodegradable plastic bags and tableware, the relevant departments specifically designated Henan Garden Plastic Products Co., Ltd. and Zhengzhou Plastic Products Co., Ltd. to manufacture biodegradable plastic bags and cutlery. But now, the production lines specially installed by the two manufacturers have basically stopped production. Henan Garden Plastics Co., Ltd.'s production capacity of biodegradable plastic bags and cutlery production lines can reach 1200 tons per year. Last year, it only produced and sold more than 40 tons. The special production line has basically stopped production.
The reason why non-degradable plastic bags occupy the market, the low price is an important reason. The biodegradable plastic bags have high production costs, and the raw materials used are all non-polluting and decomposable materials that are extracted. The products that are produced and sold are all approved by the price management department. Degradable plastic bags have no price advantage in the market.
Dong Jinshi, deputy director of the China Packaging Resources Utilization Committee, pointed out that the most fundamental problem is that the country lacks relevant policy support and measures to control non-degradable plastic bags are weak. First, the policy is not supporting. At present, the country has not established preferential policies for supporting biodegradable plastic bags, which has greatly affected the viability and price level of biodegradable plastic bags. Second, it lacks control measures for the production and sale of non-degradable plastic bags. Third, there are phenomena in some localities that are not resolute or flexible in the implementation of national policies and encourage the existence of illegal enterprises.
In fact, governments at all levels have recognized the danger of "white pollution", for example, Shanghai's environmental protection department is considering the topic of "compensated use of plastic bags." If conditions are ripe, Shanghai may promote the use of plastic bags for compensation. Qingdao also cracked down on "white pollution," and the penalty for littering plastic packaging or disposable tableware in public places has been raised from 5 yuan to 20 yuan. Serious cases can be fined from 100 yuan to 200 yuan.
At present, domestic cities such as Tianjin and Dalian have incorporated ultra-thin plastic bags into the scope of treatment. However, the treatment effect is not satisfactory. They can only control large supermarkets and shopping malls, and have poor control over the bazaars and retail markets. It can be seen that the management of “white pollution” cannot be achieved by a single administrative order.
In an interview with reporters, Dong Jinshi pointed out that plastics and paper products have been in dispute for a long time. It is not the question of who should replace who, and the management of white pollution should strengthen the classification and disposal of waste. If plastic packaging bags are changed to paper packaging bags, efforts will need to be made to adjust the industrial structure and formulate game rules. The relevant departments will be responsible for the introduction of new technologies and choose a batch of paper packaging production enterprises to provide support in terms of policies.
